A panel heard that PC Griffiths began a relationship with the man who was a victim of se**xual offenses and was deemed ‘vulnerable’. She was accused of having se**x with him both on and off duty, but her PC Griffiths said she only had se**x with the man, known as Mr X, once.
North Wales Police presenting officer Amy Clarke said: “She developed an inappropriate personal relationship with a vulnerable man for whom she was responsible in 2015.” Miss Griffiths was assigned the task of being a liaison officer and engaged in se**xual activities with him. She further agreed that the se**xual activity occurred at work.
Ms. Clarke said PC Griffiths joined the police in 2001 and was driving the man because she was an alleged victim of historical se**x crimes. PC Griffiths admitted to gross misconduct at the hearing at the North Wales Police headquarters in Colwyn Bay.
A statement from PC Griffiths at the time read: “I acknowledge that I should not have had se**xual contact with Mr. X on June 29, 2015. I accept the gross misconduct and am deeply sorry that it happened.” “To avoid further embarrassment for everyone, I have immediately resigned from North Wales Police.”
PC Griffiths was accused of having an “inappropriate association” with the man which later “developed into an inappropriate se**xual relationship both on and off duty”. At the professional standards hearing she was said to have ‘fallen below professional standards of integrity, authority and courtesy’ and engaged in ‘disgraceful conduct’.

Panel chair Susan Davies said: ‘PC Griffiths knew of Mr. X’s personal and medical problems while he engaged in such se**xual activity, while he was on duty. “She violated the standards of honesty and integrity, specifically integrity. She behaved in a manner discreditable to the North Wales Police.
“We find that the conduct is so serious that dismissal would be justified and therefore constitutes serious misconduct.” The former PC is now fighting a ruling that if she hadn’t resigned, she would have been fired.
She has started a court hearing with the press and public barred at the North Wales Police headquarters in Colwyn Bay. PC Griffiths’ attorney requested that the appeal hearing be held in private. The request was granted before what is scheduled to be a three-day hearing.
Panel chairman Michael Caplan KC said: “We have considered the relevant medical evidence and have decided after careful consideration that the hearing be held in private.” In due course, our decision, but not necessarily all of the reasons, will be made public.
