Allen was born in Portland, Oregon, and raised on Bainbridge Island, Washington. She is the daughter of Julie and David Allen and the middle child of three sisters. She attended Wellesley College as a sociology major and graduated in 1996. Before starting acting, she worked as a domestic violence counselor for the NYPD.

Allen became interested in theater while pursuing her career in social work. She got a job as a crew member at the Blue Man Group, then won the role of Maid Marion in a touring production of Robin Hood. Despite the difficult experience of the Robin Hood tour, Allen decided he wanted to focus on acting.
Allen began working as a waiter while interning at the MCC Theatre, where he met Robert LuPone. He mentored him, taught him the Meisner technique, and introduced him to his first agent.
